Central-Government Minister, Elma Saiz, met today with representatives from workers unions and from the self-employed sector to talk about putting up the Seguridad Social Quotas.
This possible increase to how much that a self-employed worker has to pay into the system on a monthly basis is for the 2026-2028 period.

Her ministry promised to correct deficiencies in the contribution system and to facilitate access to the benefit for cessation of labour activity. However, the meeting, which was the second this year, failed to advance.
Apparently, the second phase of the contribution system based on actual income (which will determine the monthly contributions for self-employed workers in 2026, 2027, and 2028) will entail an increase of between 10 and 200 euros per month for workers included in the Special Regime for Self-Employed Workers (RETA).
The plan put forward by the Ministry proposes an increase in both contributions and minimum wages for the next three years. The amounts range from 217 euros per month for those who declare income of more than 710 euros per month, to 796 euros for those with income exceeding 6,000 euros.
The reprentative for the self-employed at the meeting in the Social Security headquarters, Lorenzo Amor, qualified the proposed scheme as a “a rip-off.” Sr. Amor is the Chairman of the Association of Self-Employed Workers (ATA). Later in a radio interview, he said, “They can’t count use out.”
The Ministry is trying to hurry through an agreement as the present one runs out at the end of this year, so the Government must find agreement for the new terms before the 1st of January.
The quota rates are divided into twelve levels applying to those earning more than the minimum interprofessional wage (SMI). The first bracket, with monthly earnings of €1,166.7, the minimum contribution would rise to €302, compared to the current €291.
From there, it increases through the twelve levels until it reaches a monthly quota of 796.24 euros (200 euros more than at present) for those earning more than 6,000 euros.
By 2027 the minimum goes up to 313 and for the over 6,000 euros to 1,002.49 euros. By 2028 it’s between 324.01 to 1,208.73 euros per month.
There is a second set of quota for the lowest income levels, self-employed workers with net income below 670 euros per month would pay a contribution of 217.37 euros per month in 2026, compared to the current 200 euros, with a minimum base of 710.35 euros, according to the Ministry’s proposal.
Editorial comment: let us run that past you again, it appears that if you are only earning 670 per month, you’d be looking at coughing up 217.37 euros in social security payments, which is about a third of your wholely inadequate earnings in the first place.
In the meantime, state workers (public or civil servants) continue to be spoilt ridiculously with 14 full salaries a year and a guaranteed position for life. Their social security payments are of course paid for by the State, with the taxes levelled on self-employed workers.
