As a result of the growing proliferation of PMVs in the form of electric scooters, this sign, the R-118, is a no-entry sign for this kind of vehicle.
It covers other kinds of E-vehicles used as personal transport but is not for PMVs for people with mobility problems; i.e., ones used for people with walking difficulties, through age or illness.
There have been a number of accidents in town centres involving people zipping in and out of traffic (especially on roundabouts) mounted on these electric scooters.

Its been the same for generations. Ziippin about on all sorts off scooters, motorbikes, tractors etc etc helmet or age not of a great concern you soon learn how not to cross a road in Spain
