Judge José Luis Calama has opened preliminary proceedings today for the investigation into the Iberian-peninsular-wide power outage as a possible act of terrorism.
The Judge, who is the Head of the Juzgado Central de Instrucción IV, considers that the outage could have been the result of IT sabotage on critical Spanish infrastructure.

He has given instructions to the Centro Criptológico Nacional (CCN) and Red Eléctrica Corporación S.A. to come up with reports “in a non-extendible space of ten days,” indicating the cause or motivation behind the power outage.
He has taken into account the explanations given by the Central Goverment that 15GW “were suddenly lost” in the space of five seconds “as something that had never happened before.” However, he reasons that if it is not known, at the moment, then cyber terrorism cannot be ruled out.
Therefore, he considers it necessary to begin a judicial investigation because cyber attacks can be qualified as terrorism, “when its aim is to severely destabilise constitutional order or the working of essential services.”
Editorial comment: this judge, who was appointed to one of the six national law courts in Madrid in 2018, has handled several macro-trials involving corruption.

Reader’s comment: “Paranoia and conspiracy theories aside, if the cause is not known, then it should be made known pronto. It seems like there’s some industrial-grade arse-covering going on. Satisfactory as blame apportioning is, the main reason the cause/s should be known is it shouldn’t happen again. I should imagine that yesterday came with a death toll.
