Municipalities of over 1,500 inhabitants that still have a large per-100k ratios are:
Alhama de Granada, with a population of 5,867, recorded 27 cases, giving it a per-100k of 460.2.
Ugíjar, with a population of 2,517, recorded 14 cases, giving it a per-100k of 556.2.
Zafarraya, with a population of 2,120, recorded 27 cases, giving it a per-100k of 1,273.
Of course, there are tiny municipalities like Lobras with a population of only 133 which has only three cases, yet that gives them a per-100k ratio of 2,255.6 – until mid August they had not had any reported cases in the whole of the pandemic.
