Regional PM, Juanma Moreno, announced the new measures that will come into effect at 00.01h on Tuesday morning, affecting Granada especially.
Granada will be the only one of the region’s eight provinces that will require all non-essential business to close. In other words all bars and restaurants will have to close, full stop, whereas in other provinces they will have to close at 18.00h in the evening.
However, the municipal-level lockdowns have been extende to the rest of Andalucia, as well, so it’s not just Granada.
Junior and high schools will continue to function but universities will only be able to give online classes, which is the case in the rest of Andalucia, too.
Next, the night curfew will be extended an hour either end of the day, so that it will last from 22.00h to 07.00h, which won’t make much difference to the hostelry trade in Granada as they’re all closed, anyway.
These latest restrictions will be in force 15 days; i.e. until the 23rd of November, unless extended.
“No non-essential business can remain open from Tuesday,” said PM Moreno, adding, “it pains me to have to bear this news.”

Editorial comment: instead of half measures indefinitely extended every fortnight, better a short, sharp response of total lock down for 21 days and be done with it.

D: This is a tricky one and I will have to research it a little. Funerals go ahead, of course, but attendance is limited, based on whether it is an outside or inside ceremony. It is almost certain that you won’t be able to attend a funeral in Granada, flying in from the UK. Will check on if you can leave your municipal boundary to attend a funeral.
Are funerals able to go ahead, please? Are Spanish residents able to leave their municipality to attend funerals in another municipality? What about attendees travelling in from the UK? Thank you.
Pascale: Unless your house in Almuñécar is your permanent place of residence and therefore you are returning “home,” then you cannot go to stay there. Sorry.
Miguel: No, what is a 24 hour restriction is the one on bars and restaurants – before they had to finish serving by 22.30h and be closed at 23.00h. Now, the are simply close for the next two weeks.
Quite another thing is the night curfew, which moves forward one hour meaning that you shouldn’t be out, unless you have a valid excuse, after 22.00h nor go out again before 07.00h the next morning.
Therefore, between 07.00h and 22.00h you are free to go out whenever you like. The only restriction is that you cannot leave your municipality.

Just saw a notice saying the curfew for Granada province is 24 hours per day except for essential outings. Is this a new change?
Eve: Can your husband drive? If he can’t, then you should be able accompany him. I will confirm this with the municipal police, if you tell me what municipality you live in. The most important thing is that you print out a copy of the appointment so that you can show it to the police if stopped.
My husband has an appointment with an orthopaedic specialist at the end of the month outside of our Municipiality. Can I drive him there?
Sean: Hotels can remain open, we believe, but as about 90% had already closed before these latest restrictions were announced (because it’s not economically viable to remain open) you will have a hard time trying to find one.

Jessica: Yes, you can travel within your own municipality and as La Herradura is part of the municipality of Almuñécar, then there are no travel limitations between them. The same goes between Salobreña and Lobres, and, technically speaking, between Motril and Carchuna, however, this last example is questionable because you have to pass through the independent municipality of Torrenueva to get there.
Can we travel in our own municipalities? Ie can I go form Almunecar to LH?
Jeremy: Yes, banks, lawyers, insurance companies, like the first time around, are remaining open.
I assume banks (not on the list) are still working but are lawyers? I’m trying to pay my taxes remotely but if the abogado can’t receive mail or visit banks then it is tricky. Any knowledge about this?
Charlotte: It’s not a lockdown. What a regional government cannot do is confine people to their homes (other than during the curfew). They can restrict trans-provincial and trans-regional travel, and business opening times, etc.
A lockdown is one thing and an Estado de Alarma is another. The latter does not necessarily include home confinement.
As you say, the terms of the Estado de Alarma do not confer the decision whether to confine people to their homes to the regional authorities.
L Cooper: This is borderline case, perhaps. If you are leaving the country and returning home, then that would be permissible but the driver is another matter. There would be no problem if it were a taxi, because that taxi driver would be carrying out his job, but doing a friend a favour is not the same. When are you going?
They are not allowed to do a lockdown, as the national government did not include it in the ‘state of alarm’ they got approved… 🙄
So eventhough Moreno said, he would do it, he, and other regions like Asturias, was told to wait, because the juridical part of a lockdown is not done yet…
I suppose, it came as a complete surprise to the government, that Spain was heading in that direction, again… Who knew?!

nick: Damn good point! 😉 Mind you, they were considered essential the first time round, too.
Miguel: As they are medical (physiotherapy), yes they would be. As for your second point, you are confined to your municipality, but not to your house, so you can leave your house when you like (other than during the night curfew) whenever you want. The PM, however, did ‘recommend’ that people remained at home but that is only a recommendation.
As hairdressers are considered essential one has to wonder how long they plan on this lasting.

The list is really those businesses where there could be some doubt, but yes, food shops and hospitals are considered essential services

Gill: I’ve updated the article to include essential businesses and gyms are not amongst them, so, no, they will have to close – sorry! You might want to consider doing push-ups and squats at your local hairdresser, who are considered “essential.” 😉
