They are referring to the non-binding motion which declared the affected area as an emergency one. The non-binding motion was approved in February by a justice commission belonging to the Junta de Andalucia.
This NBM ordered that “all necessary and essential actions” be carried out to avoid further landslips.
The property owners accused the Councillor for Justice at the Junta, Emilio de Llera, of having no intention of carrying out this motion, having “no regard for the safety of the people who live within Cármenes de Mar.”
Furthermore, several weeks back the property owners approached the Ombudsman for Andalucia, Jesús Maéztu Gregorio de Tejada, requesting that he oblige the Junta to act.
