Corruption in Blue

The Policía Nacional’s Economic and Fiscal Crime Unit (UDEF), as part of their Operation Terence, has identified anonther alleged criminal faction within the Granada Policía Local.

Mirroring a previously identified group aligned with the conservatives (PP), investigators concluded there are solid indications of a “left faction” sponsored by the socialist (PSOE). In other words, politicians from both sides of the political spectrum allegedly have their hands in on corrupt factions within municipal police officers

This second group allegedly used its political backing to ‘¡’colonise’ police leadership and civi-service, exam tribunals, in the same way that their right-wing counterparts aimed to do so.

The alleged ringleader is Chief Superintendent José Antonio Moreno Rodríguez. Beneath him, an inspector controlled the selection processes, while a sub-inspector acted as a ‘double agent,’ linked to both groups.

An officer with former bodyguard duties allegedly swapped exams for an officer’s son in 2022, and another officer secured full control of testing content in regional exams.

The UDEF considers that the group manipulated 32 job positions and promotions in Granada between 2016–2019 and 2021–2023 under socialist mayor, Paco Cuenca. In 2022, at least 18 successful candidates were direct relatives of officers.

Communications show this left-wing network may date back to 2003. Their same kind of modus operandi focused on promoting low-level, loyalists into exam tribunals to manipulate tests at will, using friendly trade unions to pack tribunals with enough voting members to control up to 80% of test questions and 100% of practical cases. This granted them insider information to leak to favoured candidates.

UDEF points out that both rival police factions were fully aware of each other’s corruption but chose not to report it, simply waiting for political power to shift. Both groups practiced ‘administrative engineering’ by manipulating deadlines and paperwork with the help of other public officials to neutralize political and internal rivals.

Editorial comment: sack the bloody lot and donate the saved municipal funds to the Guardia Civil, who are badly undermanned and starved of resources and above all are the more professional and effective police officers.
