To Fine or Not To Fine

The Head of the DGT (Traffic Department), Pere Navarro, stated last week that" "at the moment," drivers without an emergency beacon in case of breakdown will be "reported."

This statement contradicts what the Minister of the Interior claimed, where he said that the police would be “flexible.”

Minister Grande-Marlaska said that officers would give priority to informing drivers rather than fining them. In fact, he went as far as to insist that the objective of the measure was not ‘punitive or for revenue collection,’ but rather to improve road safety.

DGT Head Navarro decided to settle doubts last Wednesday: “At this moment, if you stop due to a breakdown, an incident, or similar, and you do not use the V-16 beacon, you are going to be reported because it is mandatory, according to the law.”

Director General of of the Traffic Department, Navarro said that an ample period had been set out for drivers to adapt to the idea of incurring a fine. However, he did not say when the grace period would end.

He pointed out that Spain has 30,000,000 registered vehicles on the road that this measure is to save lives.

The main opposition party in the Spanish Parliament, the PP, has requested files and technical, legal, or economic reports from the DGT, issued by the competent bodies that “prove the effectiveness, feasibility, and implementation” of the use of the V-16 beacon.
