La Herradura might have taken a step closer to obtaining a semi-independent status from Almuñécar, following a Plenary Meeting of the Town Council yesterday.
What was approved was the creation of a commission, entitled, Pro-ELA. An ELA is an acronym for Entidad Local Autónomo. This arrange already exists further down the coast in Carchuna-Calahonda, which nominally are part of the municipality of Motril although they enjoy semi-independence.

The Spokesman for the ruling PP party, Rafael Caballero, (who is also the Chairman of the Mancomunidad) presented an amendment to the motion entered by Convergencia Andalucía (Benavides) in order for his party to support the motion.
Spokesman Caballero explained that the commission will consist of 16 members: eight political representatives and eight members from associations based in La Herradura. In addition, the Chair will fall to the local socialist leader, Rocío Palacios de Haro,
Spokeman Caballero explained that Palacios de Haro was chosen because she is from the opposition group, but also because she belongs to the same party that is in power in Madrid; i.e., the Central Government; which could be beneficial for the commission.
Each party with representation on the Town Council will provide two committee members with a maximum of two members per association.
Within 15 days from the Plenary Meeting, the Town Council will meet with the associations so that in a secret ballot they can choose their eight representatives. Then within 30 days the names of all the committee members chosen will be approved in another Plenary Meeting.
The commission’s first task will be to study the legal, political and economic viability for La Herradura to be recognised as a local autonomous entity and then send their report to the Town Council.
