The Dirección General de Tráfico (DGT) intends to make 16 the minimum age for electric scooter riders and helmet use obligatory.

Those are two points that the draft law contains, but there are more. For example, people who purchase them must register them on the Registro de Vehículos de Tráfico before taking them out onto public roads.

Furthermore, they can only be used in urban areas, they must have lights in poor visibility conditions and users must wear reflective vests (of the type that must be carried by all drivers in case of breaking down).

At the moment, the draft of the Reglamento General de Circulación amendment has been made visible for public scrutiny so that objections can be registered.

This move comes about after traffic-accident figures show that half of road deaths during 2023 were pedestrians, cyclists or personal mobility vehicles such as electric scooters.
