It seems as if one driver in Valladolid went all out to break as many laws as possible governing road use.
The ITV certificate had expired, the driver had already lost all the points on his licence… and he had parked in a space reserved for drivers with mobility problems; handicapped.
They came across the illegally parked car around 12.30h yesterday in the Barrio de Villa de Prado. They noticed that the car had no reduced-mobility sticker on it so they checked the number plate (matrícula) against computer records and saw that it had an expired ITV, so they waited for the driver to turn up.
When he did turn up, they fined him for illegal parking, but he assured them that he had no intention of moving the car from where it was; i.e., using public roads without a valid ITV, so the officers continued on their way.
Minutes later, they saw him actually driving it, so they stopped him. There was the unmistakable smell of hashish in the car so they carried out the drugs test and found that, yes, he was driving under the influence of drugs.
They checked his driving licence which was invalid but not only that, he had been fined recently for doing precisely the same.
Unfortunately, the original article in the Norte de Castilla doesn’t mention what happened next, but the car would have been impounded on the spot and the driver arrested, passing the driver over to the Guardia Civil but we cannot be sure that this was what happened.
