New Electric-Scooter Law

The electric scooters, of the type with a standing platform, require a 'circulation certificate' as of the 22nd of January, 2022, informs the DGT.

The Dirección General de Tráfico (DGT) said that those purchased before that date will not require this document until 2027.

To clarify a little, we’re not talking about a ‘driving licence;’ i.e., something to prove that you are capable of using one on a public road, but rather a certificate that shows that your vehicle is apt for road use in Spain and, above all, is registered in your name.

In Spanish, this document is called Un Permiso de Circulación and is different to an ITV which is a periodic check on a vehicle’s road-worthiness.

Accordingly, the Manual de Características de los Vehículos de Movilidad Personal was published in the Official State Gazette (BOE) on Friday.

The purpose of this move is to give some guarantee over the quality and minimum durability. It is also to improve user safety and that of those who they share public ways with in towns. At present there are over a million such VMPs circulating.

According to the DGT, during 2020 eight VMP users died, 97 required hospital treatment and a further 1,097 suffered injuries of varied consideration.

Amongst the specifcations stipulated on this document is that they cannot exceed 25 kph, that they have adequate brakes for this speed and that they have front, back and side reflectors: white ones for the front and red ones on the back. the lateral ones can be white or yellow.

Finally, although this regulation came into effect on the 22nd of Januray, there is a two year grace period (22nd January 2024) for makers to adapt to the new requirements.
