Unusual Bureaucracy

spn-registro-civilThe provincial law court of Murcia has found a functionary (civil servant) guilty of demanding sex as payment for processing documents.

The man, who worked at the Registro Civil office, was sentenced to a total of three years and a day for employing this ‘requisite’ for processing Spanish nationality papers for 17 foreign women.

Francisco S.R., was handed down a 1-year-7-month, prison sentence, plus nine years banned from holding a public post for “continued abuse of activity as a public functionary.” He was also given a 1-year-6-month prison sentence for sexual abuse.

However, he was acquitted of three other counts of sexual abuse as the victims refused to prosecute.

As for compensation, he has to pay one victim 3,000 euros and another 1,000 euros for “moral damages.”

Not only did he demand sexual favours to ‘hasten paperwork’ but he also asked them to provide answers to questions that had little to do with obtaining a Spanish nationality, such as what were their sexual preferences.

This ‘irregular procedure’ was carried out during 2009 and 2010 and involved women from Colombia, Morocco, Ecuador, the Dominican Republic, Bolivia and Paraguay.
