I went along to the press conference given by the PA and headed by Juan Carlos Benavides in their party headquarters. Attending were about 20 foreign residents, mostly German and French speakers. Benavides read out the below manifesto, pausing to allow it to be translated into German and French as he spoke:
The decisive contribution by foreign residents in our town is unquestionable.
In an economic sense they make a very important contribution to the functioning of the touristic, commercial and service sectors of this town, having a special relevance during the low season, during which they are a fundamental support to our local economy.
On top of that, they are an important enrichment of the social and cultural life of our citizens.
Our main goal is to make sure that they feel an integrated part of our community, with the same rights as locals.
Therefore, we must pay special attention to their demands, keeping in mind their special sensibility to certain questions, the difficulties that arise during their settling in in a town with a different language, other costumes and different laws to those in their homeland.
We try to make Almuñécar-La Herradura an open, welcoming, cosmopolitan town without losing its flavour of a the mediterranean-andalusia and therefore it is very important to start a fluid communication system between the the representatives of the foreign-resident associations and the local administration.
We want to start an Advisory Council for foreign residents with participation from their representative organisations, the local administration and other sectors involved in the good functioning of the town. They will meet informally twice a year and will have coordination functions between the public administration and the foreign residents in our town.
We will create an Advice Office for foreign residents that will help them to sort out problems that emerge from their dealings with public administrations and the private sector. This will include a translation service for their dealings with the health and administrative sectors.
We will reactivate the Town-Hall website and keep it continually updated, providing information of interest in the most frequently used languages.
We will apply special attention to public services such as cleaning, maintaining green areas and citizen safety.
In order to attend to the special needs of this community, we will increase parking spaces for people with mobility problems, providing more accessibility by removing architectonic barriers.
Given the strong demand for French bowls courts (Petanque) we will improve the existing temporary ones and study the possibility for new facilities. We will also organize specific timetables for the community swimming baths so that there can be free swimming hours, thus attending to the demands from this [foreign] community.
We will improve material resources, that we had already made available to foreign resident associations, so that they can carry out their activities in a better way. We will also put the local sports and cultural installations at their disposal. We will provide notice boards in well transited places where these associations can announce their activities.
We will re-establish the Europe Day, organised every year by the organisations of foreign residents, in order to promote the culture of the many countries of origin of our foreign residents, promoting cultural interaction and enhancing their importance for our town.
Also, we will back the celebration of the Christmas Market, which is run by foreign-resident associations.
We will reward the participation of foreign residents in the development of the cultural activities programme from October to June, with which we intend to stage shows of local talent in the open air.
We will create a voluntary service, in collaboration with foreign-resident associations, who may wish to collaborate with the local foreign language programmes; i.e., learning foreign languages.
Between all of us, we can make Almuñécar-La Herradura a comfortable, open and cosmopolitan town, which, without losing its Andalusian character, reflects the richness and diversity of those who live here.
