Conflict of Interests?

It appears that the majority of orders sent out to printers by the Town Hall during the last municipal administration (Juan Carlos Benavides 2007-2011) went to just one printer, Graficas Seximar S.L., which would not be questionable in itself, if it were not for the fact that the printer concerned belongs to the family of one of his party’s councillors, María Dolores Sánchez.

Points to be taken into consideration are:

A) The amount paid out to the said printer during the last Benavides administration, according to the Ideal newspaper, amounts to 375,653.32 euros.

B) During this time María Dolores Sánchez was the Councillor for Citizen Safety, Transport and Trade.

C) The printing company, Gráficas Seximar S.L. has always been in the hands of the family, having a single administrator position that alternated between the councillor, her husband, and her daughter.

D) The husband – or ex-husband – as they are divorced, is the Chairman of the Small and Medium Business Association for Almuñécar and La Herradura.

E) According to the Mercantile Register, the position of sole administrator changed hands four times in seven years, but always between the said members of the family.

F) Each time a sole administrator is appointed then they have to declare that they have no legal incompatibility to hold the post.

G) At no point did the individual orders placed amount to more than 18,000 euros, otherwise the order would have to have been put up for a public bid. However, during 2007 the company received a total number of orders that amounted to 84,293 euros, for example.

H) During the same period of time the other printers in Almuñécar only received orders for a total of 400 euros.

Pending a statement from the family or the councillor herself, these are the facts, according to the Ideal newspaper as they stand today, the 22nd of February.
