On Monday the 13th of last month, the Salobreña Town Council held an extraordinary plenary session to approve changes its representatives for the Mancomunidad,

It was the only item on this Extraordinary Plenary Meeting’s agenda and lasted only five minutes, in order to change two of the three representatives, affecting both the PSOE and the PP. One of them was the Mayor himself, who was replaced by Councillor Rodríguez Molina.

However, the smaller opposition groups complained that there was no need to call and extraorinario session as the next scheduled Plenary Meeting was in May and the matter approved was not urgent.

For this reason, both the Vox councillor, Martín Montero (a dominant family in Salobreña politics, especially during Franco’s regime), and the Más Costa Tropical representative, Ruiz de la Rica (who owns Chiringuito La Bahía), abstained in the voting.

Mayor Javier Ortega Prados denied that the session was “urgent,” noting it had already passed through the relevant information commission. He justified holding an extraordinary session rather than waiting for May’s ordinary plenary to ensure the town’s correct representation in the Association as soon as possible.

One of the replaced councillors, Mari Carmen Vílchez (PP) announced that despite the council’s decision, she will remain in the Mancomunidad as a representative for the PP at the regional level and will maintain her responsibilities as the delegated member for Training and Employment.

Editorial comment: many consider that the Mancomunidad is just an excuse to given municipal councillor a second salary. We reported some years back that the Mancomunidad at the time spent more money on salaries that on its function; taking care of water supplies and utilities. The whole idea of a Mancomunidad de Municipios was for local towns to pool resources and provide mains water and sewage treatment for the whole, because a single municipality couldn’t afford to do it on its own. Now, if a councillor want to transfer to the Mancomunidad, then they should vacate their councillor seat and salary; instead, they just rake it in.
