The Christmas Lottery, which is only days away, cannot be legally sold on with a surcharge, although there are exceptions.
The exceptions to this law concerns entities such as associations or clubs who can sell on the Lotería de Navidad for a sum not superior to 24 euros per decimo (20% of the 20 euros).
This is permitted as an “economic benefit for the upkeep of the organisation,” in other words, as funds for charities and clubs etc.
These associations have to obtain expressed permission from the State to do this, without which they cannot resell them.
The law considers it especially illegal if the ticket is a winning one, because this method is used to launder money, in which case the seller can be fined over 50% of the prize money. If the purchaser can demonstrate that the price paid came from legal activity, he or she merely has to pay the corresponding taxes.
