It appears that a civil servant (public functionary) has been receiving a salary for the last decade without actually going to work; or better said, working.

The man concerned, Carles Recio, is the Head of the Municipal Archive Library at the Diputación de Valencia, has been receiving 45,000 euros a year for turning up, punching his work card, and then sauntering off again, to return at the end of the day and repeat the process.

Sr. Recio denies this and points out that his job does not require that he is present in his office all day and that he “can be working in other areas,” i.e. visiting other municipal offices.

The opposition parties are ‘surprised’ that the Provincial Council has taken ten years to realise what has been going on and are demanding ‘explanations.’
