The prime reason for his dismissal, according to the Mayor’s Office, has been a continued absence from his place of work without any justifiable cause. He had allegedly been absent for a total of 20 days in three months.
However, the fact that he reportedly signed off several jobs that have never even taken place, or in some cases, were not completed may have been a factor. The following are examples:
He signed off as completed the installation of a water-supply system in Peña Escrita when it had only been partially installed. The contractor was paid in full.
He signed off as complete and correct the asphalting of several country lanes, when in fact the thickness of the tarmac was inferior to what was stipulated in the contract – the contracted was paid in full.
Sr Roldán submitted favourable reports on which the Certificate of First Occupation was issued for housing in Fuentes de Almuñécar when the plumbing does not meet regulation standards, which is causing a major headache for the new residents there.
The dismissal report also cites that Sr. Roldán had carried out multiple private contracts, despite his being forbidden to do so under regulations concerning post incompatibilities. Sr. Roldán is recorded as Administrator for six companies in the Mercantile Register, which strongly contravenes the Ley de Incompatibilidades.
He is the major partner and Administrator of Composición Orgánica SL and a partner in the company Francisco Javier Cabrera Rodríguez. Yet Sr. Cabrera just happens to be the Administrator of Obras de Ingeniería y Topografía, which has carried out several public contracts in Almuñécar.
And it goes on… and on, leaving any impartial reader little doubt that Sr. Roldán has apparently abused his position.
In the opinion of the Spokesperson for the IU Party, Fermín Tejero, these facts should be denounced before the Tribunales de Justicia and not end in a simple dismissal, as the reports composed and signed by Sr. Roldán have resulted in the Town Hall paying out large amounts of money for deficient projects, which in turn has resulted in specific private businesses obtaining benefit in an illicit manner.
