The Guardia Civil, as part of its routine, public, road-safety operations, seized 144 kilograms of hookah tobacco during a routine check on the A-92N autovia within the municipality of Cúllar.
The hookah, also known as shisha, is a water pipe of Asian origin used to smoke tobacco, herbs, or other substances mixed with molasses.
It was a rountine checkpoint where the vehicle was pulled over. During the inspection of the boot they came across packages with a blanket thrown over them.
Tobacco, obviously, is not an illegal substance (yet) but transporting quantities of it without the required paperwork, showing that it is has paid the required stamp duty in accordance with current regulations is considered naughty; i.e., smuggling contraband.
The approximate value of the 144 kilos of this kind of tobacco is €8,500.
As a result of this action, the corresponding report was filed for violation of Organic Law 12/1995, on the Repression of Smuggling.
