The possibility of leaving the province remains on the back burner, even when Phase Three arrives, the Central Government announced yesterday.
The Central Government publishes its decision for the following week over the weekend, sometimes on a Saturday, sometimes on a Sunday, but whatever it is that they decide, it comes into effect the following Monday.
Several regional Heads had requested that whilst all the provinces in their autonomous regions are within the same phase, they should be able to visit each other. One such Head was the PM of the Junta de Andalucía, Juanma Moreno. However, the Health Minister, poured cold water on this hope with this latest BOE publication.
Despite the blow about not being able to cross a provincial border, there will be some exceptions, such as returning to your habitual place of residence – many people were caught out when the Lock Down began, unable to return home; people on honeymoon or visiting relatives.
You can leave the province if it is on business or for medical reasons, for example. Force Majure (situations out of the normal) can be a motive, but in all cases you have to carry written justification with you.
